How the Reference Works
Illinois makes many arrest and booking details available through public agencies, but the right source depends on the stage of custody. In Moultrie County, the Sheriff’s Office operates the county jail and maintains jail records. The current public Jail Report is hosted by News Progress and shows text fields rather than ordinary booking photos. A Sullivan, Arthur, or Bethany police department may hold the incident report, while the receiving jail holds the booking record.
The county booking-record page explains those differences, including the written FOIA route for a specific record or photo. The Circuit Clerk and Judici hold the court timeline after booking. IDOC covers people in Illinois state custody or parole status. Each office controls its own records, update timing, and lawful release decisions.
What You Can Find Here
The pages collect official starting points and explain what each source does not show. They include:
- The Moultrie County Jail Report, its four visible fields, its text-only photo status, and its limits as a same-day list.
- The Sheriff’s FOIA contact, city police request routes, copy schedules, and the distinction between an incident report and a booking record.
- The Most Wanted page, its tip route, safe reporting instructions, and the difference between a curated wanted list and a warrant check.
- Crime-news coverage from News Progress, WAND, and Effingham Radio, with a path from a story to an agency record and court disposition.
- City-specific pages for Sullivan, Arthur, and Bethany, including Arthur’s Douglas-Moultrie receiving-jail warning.
These pages point to public sources and explain their custody scope. They do not copy names or faces from a changing roster into a permanent list.
What This Service Cannot Do
This is a privately run reference service with no connection to the Moultrie County Sheriff’s Office, any city police department, Illinois Department of Corrections, court, jail, or other government agency. It does not store the official county records or control a linked agency’s page.
- It cannot release, hold, transfer, or locate a person in custody.
- It cannot post bond, schedule a jail visit, send money, or change a court date.
- It cannot give legal advice or decide whether a warrant, charge, or record applies to a person.
- It cannot promise that every phone number, fee, address, photo, or web page is current.
Only the originating office can confirm current custody, charges, a release, or the availability of a particular booking photograph. An arrest or booking photo is an accusation record, not proof of guilt.
Search Partners and Referrals
Some search boxes on these pages are operated by outside providers. Those providers set their own prices, terms, results, and data practices. If a visitor follows a tool to a paid signup, the service may receive a referral fee. That fee helps support the reference pages, but it does not give this service control over the provider or make the provider an official Moultrie County source.
