Find Arthur Busted Mugshots

Arthur busted mugshots take some detective work. The village sits across two counties, Douglas and Moultrie. So the arresting agency is not always the jail holding the booking record. Figure out which facility received the person first. Then compare the matching jail report against the police record, or file a narrow FOIA request. One catch: the Moultrie report is text only. No photo feed is attached. Local news can fill in details, but it is not a custody list.

Arthur Busted Mugshots: Start Here

Two agencies matter when you track an Arthur arrest. Local police handle the incident. The person booked may land in Moultrie County custody, though some cases cross the line into Douglas County. So start with one question. Which facility received them? Not every Arthur case goes to the Moultrie County Jail, and a few leave the county entirely.

Population figures explain the split. The 2020 Census profile for Arthur counts 2,231 residents in the whole village, and that territory straddles both Douglas and Moultrie. The Illinois State Police 2020 report offers a different lens. Its Moultrie table assigns Arthur PD a reporting population of just 786. That figure reflects the department's Moultrie-side coverage, not the full village or any custody count.

Where Arthur Busted Mugshots Are Published

Arthur has no single public booking page. Official sources come first. The city's police site posts no daily arrest log, no mugshot feed, and no booking results. For anyone held by Moultrie County, the main online channel is the text-based Jail Report that News Progress hosts. A Douglas-held person is a different matter. Check with Douglas County instead. News stories and unofficial indexes can help you spot an older entry or a name. They cannot confirm current custody on their own.

Channel Photo status Authority and use
Arthur Police Department No public booking-photo page found. Official arresting-agency source for incident details and a police FOIA request.
Moultrie County Jail Report Text-only in the version checked, with no ordinary booking photos. Official-hosted Sheriff's report for a Moultrie-held Arthur booking. It shows Name, Date In, Offense, and Disposition. The Offense field is an charge, not a conviction.
Douglas County receiving jail Case-specific. No universal Arthur result. A Douglas-held booking must be checked with Douglas County's own jail or records office.
News Progress, WAND, and Effingham Radio Article images vary and do not form a complete feed. Independent, unofficial, event-driven coverage to pair with an official record.
Mugshots.com Historical entries may include photos. Unofficial and potentially stale. It is not a reliable current Arthur booking channel.

Read the Jail Report with care. Entries carry dates, offense labels, and sometimes federal holds, and the dates are not always recent. Match the name against the date, the agency, and the receiving facility before drawing conclusions. A missing photo or absent name proves little. Someone may have been released, transferred to another facility, or simply left off a text-only list.

Find Busted Arthur Bookings

Begin with the county-wide Moultrie booking and records path, then branch out based on which jail received the person. Keep four things distinct as you go. Who made the arrest? Where does custody sit? What does the booking record show? Does a court case exist? The steps that follow separate each of those pieces.

  1. Confirm the agency and facility. Ask whether Arthur Police made the arrest and whether the person went to Moultrie County Jail, Douglas County Jail, or another authority. The place of the incident does not answer that question.
  2. Check the Moultrie report when Moultrie holds the person. Open the Jail Report and use the browser's page-find function for a name. Compare the Name and Date In fields. Treat any Offense entry as an charge, not a conviction.
  3. Use Douglas County for a Douglas-held booking. The Arthur route is case-specific. A Moultrie search cannot confirm a person who was transported to Douglas County Jail.
  4. Request the police record or photo. Send a focused written request to Arthur Police when that department created the arrest record. If the county jail created the requested booking record, use the relevant county FOIA officer instead.
  5. Check the court outcome. Use the Moultrie Circuit Clerk and Judici when the case is in Moultrie County. Read the docket and disposition rather than treating the first booking charge as the final result.

No public roster tells the whole story. The Moultrie Jail Report leaves out people already released, some Arthur arrests, state prison inmates, federal prisoners, and ICE detainees. When an entry is old or hard to read, combine tools. A call to the jail, the arresting agency, a records request, and the court file will beat a name-only search every time.

Chief Elliott Tinnon leads the department. It provides 24-hour protection and keeps weekday office hours from 7:30 a.m. to 3:30 p.m. The page lists no arrest log or mugshot feed of any kind. So questions about a police incident go to the department. Questions about the booking itself go to the jail that received the person.

Arthur's FOIA policy names two officers. They are Elliott Tinnon and Erica Carter. Written requests can come by mail, fax, or email. The standard response window runs five business days. An extension of up to five more is allowed. Photographs count as a public-record category under the policy, though that category carries exemptions. No separate police-photo fee is listed. So request an electronic copy and ask for a cost estimate up front. The Arthur FOIA policy image shown here confirms the officers, methods, deadlines, and photo language before you submit anything.

Use the displayed policy to verify the FOIA officers, request options, deadlines, and photo-exemption rules. Then send a focused request. Bookings held by Moultrie County follow a different route. The county FOIA page names Tracy Weaver, the State's Attorney, as FOIA Officer. Her office sits at 10 South Main Street, Suite 13, Sullivan, Illinois 61951. Reach her at 217-728-4353 or tweaver@moultrieco.org. Ordinary written requests get an answer within five business days, extendable by five more. A Sheriff FOIA form is linked from the same page. Name the person, the approximate date, the arresting agency, the receiving jail, and the record type you want. Ask for an electronic copy, too. If anything gets redacted or denied, request the legal basis in writing.

Why Arthur Arrests Need a Jail Check

Arthur sits on the Douglas-Moultrie line. That shapes where its arrests end up. The Census counts the whole village across both counties. The Illinois State Police list an Arthur PD figure of 786 as a Moultrie reporting measure. Neither number tells you where any one person was actually booked.

Routing matters here. In February 2025, an Effingham Radio report described a joint investigation by Arthur Police, the Douglas County Sheriff's Office, and the Moultrie County Sheriff's Office. The person ended up at Douglas County Jail. One case proves nothing about the next, though. A booking held in Moultrie belongs on the Moultrie Jail Report. A Douglas-held booking has to be checked with Douglas County.

Verify the receiving jail. Arthur's place of incident does not identify the jail or county that controls the booking record. Confirm the receiving facility before treating a missing Moultrie entry as meaningful.

Arthur Busted Mugshot Photos

Don't expect photos from the public Moultrie Jail Report. It's a text-only listing. It shows Name, Date In, Offense, and Disposition. No booking picture, booking number, bond, court date, or arresting agency appears. The 2024 IDOC jail inspection confirms photography is part of admission. A jail record is kept for each detainee. So an absent public image doesn't mean none was ever taken.

Illinois FOIA opens a door, but it isn't a photo gallery. Section 2.15 lists a photograph, when and if available, among arrest information an agency may furnish. Exemptions still apply. Read the Illinois arrest-information statute alongside the agency's current policy. Send the request to whoever holds the record. That means Arthur Police, Moultrie County, or Douglas County.

Record path What it can establish
Moultrie Jail Report A dated text entry with Name, Date In, Offense, and Disposition for people represented on the public county list. It is not a complete photo roster.
Arthur Police FOIA Whether a police-held report or photograph is available and releasable, subject to the policy's exemptions and request review.
Illinois DOC search State custody information using Last Name, IDOC Number, or Birthdate. It is not a local Arthur booking search, and no public photo display was observed.

Keep the stages straight. Arthur Police documents the incident, a receiving jail documents custody, and the court records what finally happened to the charge.

Arthur Crime Coverage and Sources

Local news fills gaps the jail log leaves open. The News Progress news section and its News Briefs cover Arthur and neighboring Moultrie towns. Their event-driven stories can surface an agency, an incident date, or a later court development. Coverage runs on news value, not on a booking feed. The WAND crime section also picks up significant Moultrie arrests, investigations, and outcomes now and then. For tying a story back to the county's record path, the Moultrie Crime News & Mugshots page is the connecting piece. Effingham Radio's Arthur report remains the best documented example of cross-county routing. Still, it's regional reporting, not a routine log.

Skip the third-party mugshot indexes. Mugshots.com is an unofficial historical archive. Its date filters are older and its city metadata is patchy, so it says nothing about current Arthur coverage. No Moultrie-local section surfaced for BustedNewspaper, RecentlyBooked, Arrests.org, or Mugshots.zone. Generic Illinois pages and search-result directories tend to be stale or thin. Verify anything they show against the originating agency.

Busted in Arthur, Then Court Records

A jail row only starts the story. For a Moultrie case, the Moultrie County Circuit Clerk and the Judici court search track it through first appearance, arraignment, motions, plea, sentencing, or dismissal. The Jail Report's Disposition field and the court's disposition are related records. They are not the same field.

Search by name first. Then narrow with county, case number, filing date, or agency. A common name needs more than a matching spelling to be confident. Read the docket events. Compare dates and case details before drawing any conclusion.

Keep the record stages separate. Arthur Police documents the arrest. The receiving jail documents custody. The court documents the disposition.
